How these were verified

Four checks, because agency PDFs have misled us before:

  1. Extracted per word with column positions mapped. ADFA's text layer returns the columns out of order — the targeted flags and the 3-or-more figures come before the county names. A naive read mis-assigns every single figure.
  2. Rendered to an image at 3× and read back. The rendered rows match the extracted values exactly, so this PDF carries no digit shift.
  3. ★ Cross-validated against ADFA's prose. The schedule flags exactly 30 counties targeted, and those thirty match the list ADFA publishes separately on its StartSmart page — name for name. Two independent publications agreeing is stronger than either alone.
  4. Arithmetic on every row: the 3-or-more limit must exceed the 1–2 limit. Zero failures across 75 rows.

Clearing the limit is not the whole test

You still need the 640 credit minimum, a property inside the $500,000 cap and within ADFA's property rules, and either first-time status or one of its two exemptions. The full picture.

What are the ADFA income limits in Arkansas?
